bridge scandal tonight. chris christie's former campaign manager appears to be the subject of a federal criminal investigation. in a court filing, bill stepien's attorney says his client is in, quote, the throes of a criminal investigation, and that the feds have tried to contact stepien directly, saying that on january 17th, an fbi special agent called stepien's cell. shortly later, two assistant u.s. attorneys called stepien's lawyer. then in mid-february, an fbi agent along with the department of justice investigator paid a visit to stepien's home. we're also learning the u.s. attorney's office tried to contact former deputy chief of staff bridget kelly and her parents. both stepien and kelly were very close to christie, and they are the only two to publicly say they will not turn over any documents. so where is this investigation going next? joining me now, former u.s. attorney kendall coffey. kendall, thanks for your time tonight. >> hey, thanks for inviting me, reverend. >> a criminal investigation, what does that tell you, kendall? >> well, it tells you that they decided that the

scandal that won't go away for new jersey governor chris christie. those tapes which were recorded during that massive traffic tie up on the george washington bridge were released by emergency officials in ft. lee, new jersey. cnn is going through the recordings right now. investigative correspondent joins us from washington. he's one of the guys going through those records. tell us more. >> reporter: good morning. we have more than 20 hours of 911 tapes during that week where the bridge lanes were closed. remember ft. lee was hardest hit by those lane closures, two of the three lanes from ft. lee on to that bridge was closed. and that really made ems officials very concerned. at the time the ems coordinator there wrote a letter and said trips that should have taken a few minutes took more than three times that long. so these tapes are a real-time window into the havoc that this traffic jam was causing. if you remember there was a story of a 91-year-old woman who had a heart attack. the paramedics were caught in some of that gridlock. her daughter later said she didn't think the gridlock

that chris christie was the front runner for the republican nomination before the whole bridge thing. now, don't get me wrong, do i think that the you think of a football field and the right end of the football field, do i think that it's smart for republicans to nominate somebody that's on sort of the 35-yard line, someone that can, you know, win among conservatives but also go into the middle? absolutely. but the thing is, the heart and soul of republican nomination, presidential nomination process is in the base. and think about some of the people that republicans seriously considered nominating before they finally settled on number, the guy with all -- setd on mitt romney. michelle back match, herman cain, rick santorum, rick perry, newt gingrich. 't know that there is that -- anything that ties chris christie to bridgegate in any of these, but what is apparent is that there was a culture, a short hand for enemies and punishment that was used frequently or comfortably by members of christie's inner circle. >> exactly. this kind of varies from the sort of sinister to perhaps more juvenile. in fact, that's the word that some women wisniewski used today in describing this that just shows the sort of cavalier juvenile attitude that bridget kelly and david wildstein seemed to have. i mean, the timing is interesting when -- that august 19th e-mail about traffic problems in front of the rabbi's house sort of echos the language just six days earlier when she wrote the infamous time for some traffic problems in ft. lee e-mail. so she does seem to have a fixation on creating traffic problems. but, you know, to be fair, none of this really sheds a whole lot of light on the core issues here of the use of government power for political retribution by creating traffic problems. >> the refrain, time for some traffic problems for -- insert name
